An update to the Rules of Procedure changes the sign-up time for speaking at public hearings, committee input sessions, and General Public Comment. Starting April 12, the sign-up to speak at any of these sessions scheduled for the following week will open at 10:00 a.m. on Fridays.
- Council Public Hearings: Opens at 10:00 a.m. on the Friday before the hearing and closes at 3:00 p.m. the day of the hearing. (NOTE: Hearings for April 15, April 22, and April 29 will close at 5:30 p.m. since they have already been announced on the first reading in the council minutes.)
- Comment Sessions in Committees: Opens at 10:00 a.m. on the Friday before the meeting and closes 30 minutes before the meeting.
- General Public Comment: Opens at 10:00 a.m. on the Friday before the session and closes at 3:00 p.m. on the day of the session.

Monday Meetings Begin at 3:30 p.m. and recess between 5:00 and 5:30 p.m. for the General Public Comment. The council meeting then continues at 5:30 p.m. with agenda items that involve the public (such as public hearings).
- City Council meetings are open to the public and take place in the Cathy Reynolds City Council Chamber at 1437 Bannock St, 4th Floor.
